TASK Grade 19 (R772 860 – R1 074 492 per annum)

(Basic salary only, excluding benefits)




  • A relevant B Degree qualification focused on public sector Supply Chain Management (SCM).
  • A valid Code B driver’s licence (essential).
  • Proficiency in use of Microsoft Office Suite of computer software.
  • Good written communication skills.
  • At least three years’ experience in a public sector management position (with a minimum of five years in a SCM environment).


The applicant must have completed or shown good progress towards the completion of the 17 Unit Standards required by a Head of a SCM Unit, as indicated in Government Gazette 29961 dated 15/06/2007.




  • Knowledge of the legislative/regulatory framework associated with supply chain management policies in the public sector.
  • Strategic management and leadership skills


Job purpose:


  • Managing the SCM Sub-directorate in compliance with all relevant legislation, e.g. the Constitution, Municipal Finance Management Act, Preferential Procurement Policy Framework Act (PPPFA) and NMBM Supply Chain Management (SCM) Regulations.
  • Developing and implementing strategies to ensure institutional SCM compliance and business process optimisation.
  • Maintaining and managing SCM systems in support of business processes.
  • Identifying and implementing solutions to encourage SCM transformational goals in line with the PPPFA and the LDP.
  • Developing strategies and the implementation thereof in respect of the control and monitoring of unauthorised, irregular, wasteful and fruitless expenditure by ensuring that goods and services are procured in accordance with authorized processes and in terms of approved budgets, resulting in there being no matters of emphasis relating to SCM from the Auditor-General.
  • Ensuring zero tolerance to fraud and corruption.
  • Designing, implementing and maintaining an institutional SCM reporting framework to allow for a managerial decision-making environment for both internal and external stakeholders of the Municipality.
  • Participating within a contract management framework together with the NMBM Legal Services Sub-directorate and the service directorates in support of the supplier performance management framework.
  • Managing the development and implementation of a demand management environment supporting the needs of the service Directorates in line with the IDP (demand management would consider both acquisition management and warehousing).
  • Providing a support environment to enable training, education and sharing of information with external and internal stakeholders.


As part of the selection process, candidates may be tested on any requirement, skill or competency, which will include pre-employment screening, security vetting and psychometric assessment.
